Refugee Protection in Canada

People who have been compelled to flee their home country out of fear of persecution and death are known as refugees. Canada provides a trustworthy support system and a strict policy on refugee protection. 

Canadian Refugee Protection Programs

 Two programs make up Canada's refugee system:


  • The Refugee and Humanitarian Resettlement Program assists those outside Canada who require protection (often in resettlement or refugee camps). People for this program may be appointed by the United Nations Refugee Agency (UNHCR), human rights organizations, and private community sponsors
  • The In-Canada Asylum Program for those who have crossed the border and are claiming refugee status in Canada

A person may claim protection as a refugee if they are:

  • A human rights activist persecuted by the state
  • A union leader or student rights activist facing threats without government protection
  • An LGBT (lesbian, gay, bisexual, transgender) person facing violence and persecution
  • A member of a religion persecuted by the government
  • A member of an ethnic group facing persecution by the government
  • An educator in a country that is being persecuted by the government
  • A woman facing domestic violence endorsed by the government
  • A person accused of opposing a government regime
  • A child of an imprisoned political leader
  • A witness of a massacre by government military forces

A person may claim protection as a refugee if they are:

While Immigration, Refugees, and Citizenship Canada consider a refugee claimant's request for protection, they may be granted certain rights and access to government services (IRCC). No matter who they are, everyone in Canada is protected by the Canadian Charter of Rights and Freedoms. Candidates for refugee status may also submit a work or study permit application. Children of those requesting refugee status are permitted to attend public schools.
